[Chapter-delegates] Tools for chapters

Hi Guys,

Thanks Caleb for the suggestion. It would be interesting if ISOC may negotiate better conditions as a large corporation rather than a “small” organization a Chapter would be. In services such as Microsoft 365 get a better deal when negotiated through a “large” one such as a University. This would be received by the community as a big advantage of being part of the ISOC formal structure.
