[Chapter-delegates] IMPORTANT: vote from Chapter Advisory Council - please make sure you vote!

There's four things that I see that are either being done wrong, or could be done different.
1.
Instead of calling it a consensus call, call it a vote. It's rather clear that this is what it is.
2.
Rather than requiring all chapters to nominate someone in order to cast a vote, select the chapter administrator (the most senior chapter delegate for that chapter) as the de-facto ChAC representative unless they nominate someone. This ensures that all chapters have a ChAC representative.
3.
Use a proper voting system (rather than a system designed for surveys).
4.
Missing or uncast votes should never be counted as a no; rather they should be counted as abstentions. To regard a missing vote as either in favour or against a given topic is erroneous.
Regards,
Christopher Hawker

It may be (as i was informed in my case) that certain Chapter Officer roles on Fonteva have expired. Strange though -- when the new AMS went live, i did check Fonteva out (and, as always, paid particular attention to the Chapter Officer roles and expiry dates). Then there was a ChAC call earlier this year, and i checked everything again, following the emailed meeting notice's advice to check ChAC reps. Well, however Fonteva expires Chapter Officer roles, now we know that Fonteva does not send-out email warnings of soon-to-expire Officer roles as the previous AMS did.
Then there's the case of Amrita who is on the ChAC rep list but did not receive a ballot.
Given the problems with Fonteva, i would recommend that this ChAC vote/consensus be re-done (there is a precedent for this, at that time even after results were in), after Chapters have been reminded to check their Officer roles in the AMS and confirming that the Chapters' ChAC representatives are registered on the AMS. Else, as a missing vote counts as a "no", the missing votes would skew this "consensus" and provide an erroneous/misleading result.
Waiting for corrections to our Chapter's Officer roles/list,
WYn

Dear Christine,
Tanzania Chapter is not on the list and we have not changed our delegate as of the last ChA Council vote. Did the migration from MemberNova to Fonteva affect the delegate? I don't understand🙂

Hello all!
The survey was indeed sent via SurveyMonkey to all current ChAC representatives (see list here: https://www.internetsociety.org/chapters/chapters-advisory-council/list-of-representatives/ - if your chapter is not on this list, it means your chapter does not currently have a ChAC representative listed in the Community Portal (AMS) - this is one of the officer roles there)
ChAC representatives, please search your mailbox for an email from member at surveymonkeyuser.com<mailto:member at surveymonkeyuser.com> (rejman at isoc.org<mailto:rejman at isoc.org> via SurveyMonkey).
If you cannot find your ballot, please check if your chapter has a ChAC representative listed and then reach out to chapter-support at isoc.org<mailto:chapter-support at isoc.org> so we can work with you to ensure your Chapter’s ChAC representative has the ballot.
We will also be in touch on this with those of you who mentioned in the thread below that you didn’t receive the ballot.
Best,
Christine

I recommend that the ChAC-SC group take proactive steps to ensure all members have received their ballots. At a minimum, they should promptly address any chapters reporting that they have not received their ballots.

Dear Chapter Colleagues,
your Chapter Advisory Council representative will have received a ballot in their email from
member at surveymonkeyuser.com<mailto:member at surveymonkeyuser.com> (rejman at isoc.org<mailto:rejman at isoc.org> via SurveyMonkey)
This is an important voting ballot. It is awkwardly called a "consensus call" but in fact it is a VOTE which will determine whether there is support from Chapters for two proposals from Internet Society Puerto Rico Chapter:
1. To open the Chapter Delegates Mailing List to Observers
2. To ask the Internet Society Board to resume funding for ISOC.LIVE
Ask them to FIND THAT BALLOT IN THEIR EMAIL AND VOTE!
The deadline for answering this poll will be by end of day 1 July 2024.
1. The first proposal is that the Chapter Delegate email list (https://elists.isoc.org/mailman/private/chapter-delegates/) should be opened to chapter members as observers (view only – not allowed to post) to enhance transparency and understanding of ongoing discussions concerning Internet Society chapters.
The summary and presentation (3 pages) on the issue of opening the chapter delegate mailing list to chapter members as observers can be found here: https://app.box.com/file/1529389295278
2. The second proposal is that Internet Society funding for the ISOC LIVE video services and archiving services should be reinstated, and that Internet Society should financially support ISOC LIVE on an ongoing basis.
The summary and presentation (4 pages) on the issue of funding support for ISOC LIVE can be found here: https://app.box.com/file/1529393003452
- For those interested, additional compiled background material can be found at the following link: https://isoc.box.com/s/nz55gmctgti8hg5t4trjlbric1c7wogt
I am not going to comment on the first poll as there are views for/against opening Chapter Delegates mailing list.
On the other hand, the second vote about ISOC.LIVE is one where I have very strong views.
As you know from some of the updated emails which Joly has sent to the Chapter Delegates mailing list, his service costs in the region of $64 000 per annum and currently Dr. Vint Cerf is funding it out of his own pocket (thank you!) until August 2024. Past that date we do not know what will happen. It is therefore very important that we, as Chapters, ask for the Internet Society Board of Trustees to bring back the funding for this excellent resource which many Chapters have benefited from - and your chapter can benefit directly too! The discussion is not about "live" and "recorded" or whatever ISOC is trying to make you believe. It is about having a channel that has high production value, with captions, titles, names of speakers, sound and video enhancement, a full description, as well as publicity for your event on many external mailing lists, raising the profile of your chapter and increasing the number of viewers for your content. Joly brings 40 years of experience in that field - he is no amateur and the productions speak for themselves.
Year ago, this was promoted by ISOC - in fact there was even talk of some video equipment to be shared with Chapters so they could stream their event with better quality picture etc. But in recent years, the Chapters have seen all of this taken away from them and replaced with... nothing but bureaucracy to stop them from utilising the resource.
Not convinced?
Check this: https://isoc.live/
And this: https://livestream.com/internetsociety - 24 000 followers
And this too: https://livestream.com/internetsociety2
And that: https://livestream.com/internetsociety3
And it's all in the process of being archived for posterity at archive.org<http://archive.org> !
https://archive.org/details/isoc-live
All done by one person working with the Internet Society Chapters.
A bargain at $64K all included. But you might ask - "I thought ISOC does not have the money?"
The Internet Society is receiving $30M per annum from PIR.
The Internet Society foundation is receiving $30M per annum from PIR too.
And you're telling me there is no funding for a sum that constitutes 0.21% of that $30M budget?
0.1% of the total budget Internet Society + Internet Society Foundation?
Think about it and vote YES to ask the Board to reinstate funding for ISOC.LIVE
And vote - because if you don't, it's like voting no. ISOC.LIVE will no longer be funded and you'll only have yourselves to blame for losing the opportunity to showcase your Chapter's activities.
Olivier Crépin-Leblond
