Thanks for raising the question!

It is important to note that both MANRS and Pulse do not collect their own data. Instead, they collect data from validated, credible third parties like CAIDA, APNIC labs etc.

It also is worth noting that Pulse does use MANRS as a data source. For instance, it uses the readiness data from the MANRS Observatory as input on its Internet Resiliency Index. But, as you observed, Pulse is not using the MANRS ROA coverage statistics for now. This is due to some practical and legacy reasons, such as that the ROA coverage statistics on Pulse predate the MANRS stats.

The Pulse team is always looking for feedback on ways to improve Pulse, including ideas about data sources, usability issues, errors, or new feature requests.
