[Chapter-delegates] Hurricane Beryl

Dear Stuart, this is interesting, and I will have to go through it further,
and I wonder if some chapters may coordinate and cooperate to try to set up
a program for preparedness and possibly even rapid assistance response for
those which are affected. Or maybe it has been done to some extent but it
will be useful to see how the knowledge and experience or even some of the
'tools' can be shared further. I will see the foundation folks next week so
I will definitely share it with them ahead of time and seek their advice on
what can be done.
