[Chapter-delegates] Application to start an Internet Society Chapter US Los Angeles and Southern California : Peer-Review

According to Wikipedia <https://en.wikipedia.org/wiki/Southern_California>
the SOCAL area has a population of almost 24 million, larger than some
countries! So, very much deserving of Chapter representation.
I've been aware of efforts to get something going there since at least
twenty years back, and recognize that, ultimately, it was the
persistent efforts of the SFBay Area Chapter in engaging their southern
neighbours, that finally pushed this into fruition!
