[Chapter-delegates] ISOC's regional engagement

I hold a similar perspective to Vint’s suggesting that it could be beneficial for ISOC to articulate the reasons behind its need to diversify its sources of funding
particularly in terms of public support and especially among Chapter leadership. 
This would involve clarifying why there is a necessity to secure additional annual funds and specifying the required amount.
