I believe you are right (not sure about the requirement, but take your
word on that).
Many years ago, when I was on the ISOC Board of Trustees, there was a
plan proposed by some of us how ISOC could actually get such public
support, so that it will avoid the risk you explain.
Our proposal was not implemented, and it seems not much has been done
since, if the lack of public support has resulted in letting so many
people go.
