[Chapter-delegates] Various fundraising stuff (was Re: ISOC's regional engagement)

My 2c on this

1) There used to be a 'sustaining membership' at $75/yr.  Many of us were
happy to cough that up, and also, back in the 90s to actually get an ISOC
membership card.

2) That said, there are occasionally efforts to restrict access to certain
events to members, with the idea that this confers some value to
membership. This tendency, to me, runs counter to the essential ISOC ethos
of universal inclusion, and should be resisted.

As I often say, enforcing scarcity in a networked environment is never a
smart marketing strategy. Indeed, the only reason for membership should be
support of the ISOC mission.
