[Chapter-delegates] Application to start an Internet Society Chapter in Bengaluru (Bangladore) India: Request for Review and Comments

In the spirit of promoting, protecting, and securing the internet, I hereby
support the creation of the Chapter and also offer a benchmark and learning
exchange platform.
