[Chapter-delegates] What is the purpose of the petition process? (Re: Petition filed by Caleb Ogundele to be added to Election Slate)

I subsequently discovered the page on the ISoc website describing the 
process and, after reading it through a couple of times, discerned how 
the bits fit together.

The oddity is simply that the thing referred to as the nomination 
process is not in fact a nomination process. A reasonable person who put 
forward a potential candidate during something called a nomination 
process might reasonably imagine that this would result in the potential 
candidate appearing on the ballot (subject to nominee acceptance, 
validity, and anti-frivolity constraints), when in fact all they've done 
is offer a suggestion for consideration to a committee who is selecting 
a recommended slate and who will discard the rest of the names.

The process by which members can put other members forward for election 
(subject to nominee acceptance, validity, and anti-frivolity 
constraints), what is generally understood by the term "nomination", is 
in fact called a petition process. This positions putting forward 
candidates other than the recommended slate as a grievance that the 
organisation must be compelled to address, rather than as being itself 
the means by which candidates are nominated.

I assume (hope) that there is some compelling rationale for the way this 
process came together (certainly having the process of selecting the 
recommended slate open to public input seems like a healthy innovation) 
but what things are called really does matter, and to position such a 
fundamental act of political participation as though it were a grievance 
is a rather unfortunate outcome.
