This might impress you but given we have a total of 110 Chapters we could do much better.
Just a simple estimate of the huge potential: we have ~110 Chapters which conduct elections every 2 years (for now not counting ISOC board elections, rejuvenations ... or so). If every Chapter would only show a minimum of empathy and and politeness, and send congrats to those elected this would count up to the impressive number of 110/2years*119 ~ 6,000/year or 16/day! Please don't overly emote the risk to miss the 1/day message with content among those.
So: wouldn't this be a goal to head for? Be confident and assured: we are good on our way.

PS.: I think I saw some kind of ISOC "congratulations" mailing list before but I'm not sure. But if so it obviously was a failure. It might be an alternative to send congrats messages directly to those felicitated instead of the list - which - optimist I am - I'm afraid would fail as well.
