[Chapter-delegates] Space for improvement - congrat messages

I was going to reply "hear hear!", but then realized the second worst
mailing list pollutant is probably the "+1" messages. :)

> PS.: I think I saw some kind of ISOC "congratulations" mailing list before but I'm not sure. But if so it obviously was a failure. It might be an alternative to send congrats messages directly to those felicitated instead of the list - which - optimist I am - I'm afraid would fail as well.
