Hi Andrew,
While this used to be true, as far as I know, since MemberNova was
introduced ten years or more ago, _ALL_ chapter officers are auto subbed to
this Chapter Delegates list, as well as the Connect Chapter-Leaders
Community.
It was suggested a while back (2017) that the 'delegates' list name was a
misnomer, and Joyce responded that there was no way to actually change the
name on mailman.
She added:

One would imagine, it would be comparatively trivial to just kick up a new
mailman and transfer over the membership.
