The MemberNova cutover happened in 2019, though the program to switch to it got going before I was hired. I believe (though I haven't looked deeply into it) that the mailing list/AMS kludge was in operation before MN came online.

My understanding that this was a requested change, because it allowed chapter leaders to ensure that at least someone of the officers of each chapter was paying attention to the delegates issues. I'm not actually sure that theory was a good one, but AIUI that was the thinking.
I also understand that when Connect was adopted the intention was to do away with mailing lists. This got a lot of push back. Then, when MN was adopted, there was a plan to do only this mailing list hack (and, in fact, to improve it so that it wasn't such a frustrating kludge), only some of the community really liked Connect and were dependent on it. The upshot is that we have both methods hanging around.

One would imagine that, but it wouldn't be. That's because the synching with MemberNova is not an especially good bit of code and requires support from MemberNova to change. Creating the separate list would indeed be easy, but making it sync properly would not be. We've frozen changes to MemberNova in order to focus on the migration to Fonteva.
