[Chapter-delegates] VOTE to CHANGE : Chapter Advisory Council Steering Committee

Dear all,

Time comes to renew Chapter Advisory Council Steering Committee for 2023 (in short ChAC-SC).

Thanks to your support, I’m in ChAC-SC 2022. What a year!  Much work, wonderful people and team spirit (Jordi, Agang, Pierre-Jean…), and answering to a need (thank you John More). A challenging year for me, with 3 hospitalisations, a move…. More: the unexpected unavailability of our President caused some ChAC-SC work to stop, as our survey to chapters was never sent. We could do better.

Key improvement areas:

• Mission and Purpose: what Board of Trustees (BoT), ISOC staff and chapters are expecting from ChAC and ChAC-SC?
• Chapters and Regional representativity: now only 2/3 of chapters are represented in ChAC, and most of the time only 5 of the 9 ChAC-SC members present in meetings, with Europe/Africa well represented, but others poorly.
• Transparency: what the ChAC-SC is doing or will do?
• Efficiency: complexity is high, with many layers, from vote of chapter representatives to nominate someone, to provide advise to a Steering Committee, itself debating, then send to a Board as « advise »… it’s a heavy process;
• Community involvement: too much on the shoulders of a very few people.


My proposal = CHANGE.

• Clear mission and purpose : ask to stakeholders, get community approval, and GO; Jordi and myself put the question to the plenary of November 15th; your input is important;
• 100% representativity: all Chapter Leaders would be ChAC representatives by default;
• Leverage on the global community of experts and volunteers, in agile mode, with smaller and more frequent community inputs;
• Work agile (scrum) with sprints (ie monthly objectives), continuous improvement, and ChAC-SC with a more ‘animator’ role.
• Consider Regional meetings (ex: Encryption in Spanish, better targeting Latin America);
• With help of ISOC staff, publish work to do, in progress and done, visible to whole ChAC community, as a web page portal.
• Based on collected needs, advise on enablers. Examples: build a Knowledge Base of internet issues (encryption, net neutrality,…) with link to works from all chapters and global ISOC.


That’s the main idea: system makes behaviour. If you support this, I’d work with all of you to make it happen. Most important: express your opinion, vote, candidate, volunteer. #oneteam
