Dan - Firstly a very big thank  you for developing this very helpful and needed
briefing report.  There's a lot to think about. 

My sense is that this is an opportunity to get alongside the curve of
this very exciting time for LEO Internet access and transit services to set out some areas where principles could be helpful in managing the
development of future "space laws".  On that basis it might well be helpful
to engage with international lawyers involved in space law. 

On the market side it is fairly evident that LEO is a finite
resource. You do point this out.

But there are some conclusions that can be drawn. One might be that due
to  scarcity of optimal LE orbits  and the high risk of disaster should
collisions occur through a gold rush race to secure orbits that there is an argument for sharing LEO infrastructures between multiple SpaceISPs  (perhaps establishing an Agency
acting to enable and manage SpISPs and conduct could be discussed.

Ideally IMO that would best work for all parties through an open peering
mechanism for network interconnects, transit services and added value
infrastructures such as caches, resource dips  etc. 

Managing and clearing fees would be important part to facilitate which if we desire a broad
engagement of terrestrial and Space ISPs  indicates the potential for a clearing exchange. 

There is a similar argument for instance with sharing cellular
infrastructures and optical / copper as well. Unfortunately the telco /
cellular model has not adopted open peering but that should not deter us
from pushing for this in Space?

So along with recommending deployment and support for our open standards
I'd recommend starting to talk about roles for open peering and
transaction clearing exchanges .
