[Chapter-delegates] The type of messages shared via the chapter-delegates list

One idly wonders if there might be some third way that new Chapters could
publicly be welcomed, like a dedicated welcome page, which includes basic
info about the new Chapter, and where congrats could be left as (moderated)
comments
