[Chapter-delegates] The type of messages shared via the chapter-delegates list

Dear Colleagues,

This is to let you know that we saw the discussion on the list about what type of messages should / should not be shared via the chapter leaders list/s to which all current chapter officers (as kept up to date by the chapters via the Chapter Portal (AMS)) are subscribed. As you have probably seen in that thread, there are various opinions on and expectations about this and we will therefore work with the Chapter Advisory Council to agree on the best way forward.
