I fully agree with Olivier. There is too much mail with just 
congratulations. I suggest the congratulations to be send 
directly to the capter that announce the  new elected board or the 
Internet  society 
to eopen a page where congratulations could be uploaded. The same page 
could serve for announcment of the achievments or important news.
