Dear Elizabeth,
Thank you for this. Several European states have proposed that, if there is no consensus, then there should be “no change”, see:

I think that this proposal is likely to be supported and to be adopted. Consensus is defined as lack of formal opposition. So, if even one Member States objects, there is no consensus.
So I doubt that anything controversial will be agreed at the upcoming WTSA.

In less than two weeks (March 1-9), the ITU World Telecommunication Standardization Assembly (WTSA-20) will take place in Geneva, where Member States’ delegates will determine the senior leadership team, work program, working procedures, and organization of Study Groups for the ITU Telecommunication Standardization Sector (ITU-T) for the 2020-2024 study period. The WTSA agenda will include Internet-related issues that are important to the Internet Society and its community.
