[Chapter-delegates] What should ISOC's future goals be? How can we work toward achieving them as ISOC Chapters?

Dear George and Muhammad
I support all three Richard's points.
Regarding point 1, more resources need to be allocated to chapters, even
if this must be implemented by grants because of legal restrictions.
Regarding point 2, I recognize efforts from ISOC to become less
US-centric, but I believe more needs to be done. And I do not think
that, for ISOC to follow this path, its legal status needs to be changed.
Regarding point 3, I also recognize efforts from ISOC to hear the
chapters, but, if ISOC wants to claim it is a true global organization,
this must be highly improved and chapters (or, in more general terms,
the international community that builds ISOC) must have a more effective
participation in the definition of ISOC's priorities and strategies. As
suggested, a more bottom-up approach to the definition of these
priorities and strategies would be highly welcome. Today, this is done
in a mostly staff-centric way.
I can anticipate, as reply, that it can be argued that ISOC is more than
the chapters and that chapters already elect four members of the BoT.
For the chapters, this argument from a pure legal perspective does not
help improve their feeling of belonging to a true international
organization.
