[Chapter-delegates] What should ISOC's future goals be? How can we work toward achieving them as ISOC Chapters?

To be fair, we try to consult lawyers licensed to practice in the target jurisdiction when figuring out what we can legally do somewhere!  Most of these cases (where it is not simply illegal for us to provide funding) involve a number of pretty complicated rules that really need local legal advice so that we can remain compliant.  The results have not always been satisfying to chapters or to us, I must say, in part because lawyers are often the bearers of unwelcome news.  But I'm certainly all ears for suggestions that seem likely to work & will take them to local legal representation for evaluation.
