[Chapter-delegates] Conduct (was Re: On Board Diversity)

Dear colleagues,

This should teach me (again) never to use the mailer on my phone to talk to lists.  I intended to post this without quoting anyone, and in fact deleted the portion of the message I could see so that it was clear I was not responding to anyone, but somehow the mailer decided to "help" and append the message I was hanging off anyway.  So, to be clear, I was not attempting to respond to anyone, and not attempting to respond to Veni in particular.  Apologies that it came across incorrectly.
