[Chapter-delegates] membership in this list

This list has almost a thousand subscribers. It is not open to all. I
believe many people like former ISOC leaders are also here.

A few months back, several people requested this list be kept private and
that comments here should not be repeated with people's names. The opinion
was strong and I think the same people would resist opening the list.

What we should open, however, is comments on all articles on isoc.org,
moderated at least initially. ISOC members and delegates should be
encouraged to write for the ISOC Blog and website.
