[Chapter-delegates] On funding dedicated to chapters

Yes, I forgot to comment the "forcing", which was mentioned yesterday by
someone in this thread. Nobody is "forcing" diversity, but ISOC is an
international organization, with 100+ chapters and org members, who have
hundreds of thousands (if not, when combined, millions!) of employees
around the world.
SURELY they could come with some candidates to be Trustees, who are not
necessarily Americans... And few years ago, when we discussed this
again, I suggested that ISOC reaches out to their org members, and to
the IETF, and tell them that this constant proposal of Americans for the
BoT, when they have enough diversity - geographical, cultural, gender,
etc. - could be changed somewhat, to reflect the truly international
nature of ISOC.
That is, of course, if ISOC indeed not only believes it's international,
but also provide evidence to prove it.
