Sorry to say, but unfortunately you are missing the essential point that 
Chapters are often the most active *front* in a country's discussions 
with stakeholders including governments:
The third "interpretation" which you are sadly missing is that a Chapter 
Rep might receive a call from a Ministry, or, worse still, a member of 
the Press, asked about something that ISOC HQ has just published... and 
having to respond "sorry I was not aware of that" - which discredits the 
whole Internet Society Organisation as one whose right hand does not 
know what the left hand does. It's common courtesy to give people on the 
ground a heads up. Surely ISOC can do better, or is it reaching new 
bureaucratic heights?
