[Chapter-delegates] ISOC Submission to the ITU Second Open Online Consultation on the Draft Guidelines for the Utilization of the GCA

Hi, Chokri and all!

While I would agree that ITU is a specialized agency, mandated by UN, etc,
ISOC's contribution does not challenge this statement, it just says that
this particular recommendation is not in lien with the current mandate that
is set out in the Resolution 130.

I believe, ITU can have much more wider mandate, in case of need, but the
thing is that current mandate as it is is not sufficient to provide this
recommendation, as ISOC says, and I would definitely agree with.

Moreover, I think it should not be mentioned as an additional factor, but a
main factor that should prevent the recommendation to be applied.

So, to discuss the content of the proposal, the mandate of ITU should be
adjusted first.
