[Chapter-delegates] Unfortunately, the Internet Impact Toolkit is unsound

With due respect, I don't think Eli merits the accolade "the Internet's
most respected public voice". Vint maybe, and he has made his opinions
known elsewhere on the thread.
For the record Eli voiced this theme at ISOC's 25th Anniversary
InterCommunity event, referencing ISOC's 2017 report ‘*Paths to our Digital

On the topic of many "Internets", just this week, as I contributed to a
wikipedia debate <https://isoc.live/9408/> on the capitalization of
Internet. It was apparent, from one direct response in particular, that
there are those to whom the whole founding concept of a singular universal
end-to-end network is, if not alien, then abstract and irrelevant. If it
disappears, which is something a major purpose of ISOC is to ensure doesn't
happen, my guess is the Internet (capital I) will eventually come back into
vogue to invoke the halcyon days of yore.
