[Chapter-delegates] Good examples of Internet Society Chapter bylaws

Internet Society Chapter bylaws are usually published documents that share
several common elements. Some Chapters around the world have paid careful
and elaborate attention to their bylaws.  Usually there are several clauses
of the Chapter bylaws that are common between all chapters.

As part of the transition tasks of the Internet Society India Chennai
Chapter, as recommended by the Elections Committee, we have a taks
underway, set to be completed within the next 3 or 4 weeks to revise the
Chapter bylaws, which required clarity on the Quorum for meetings, Quorum
for elections etc.

I wish to request Chapter Leaders, past and present, who have experienced
nuances concerning bylaw clauses to offer suggestions that would be helpful
in amending the Chennai Chapter bylaws with a purpose of completing the
transition in a manner that neither the Chapter Officers nor the Elections
Committee face any intricacies in the future.

We have a new team of officers at the Internet Society India Chennai
Chapter:

Chapter Secretary: Dr. Gnanajeyaraman Rajaram
Chapter Treasurer: Sivasubramanian Muthusamy

Chapter Director (non-voting): Karthik Kumar
Chapter Honorary Director (non-voting): Sébastien Bachollet

Congratulations to Dr Sudha Bhuvaneswari who is now the President of the
India Chennai Chapter and congratulations to the new team of officers.

This is also an opportunity to record our gratitude to the Elections
Committee chaired by Dr Olivier Crepin-LeBlond from France, who is a
Chapter leader and the Chapter Advisory Committee Vice Chair, apart from
his other roles with ICANN and the IGF.  We are thankful to the following
members of the Elections Committee who have independently attended to the
multiple tasks over an extended period of time:
