Dear Chapter Advisory Council Delegates:
On behalf on the Chapters Advisory Council Steering Committee (ChAC-SC), we
kindly invite all Chapter Advisory Council Delegates (Full ChAC), and
through them, all Chapter´s members, leaders and Authorities of the
different Chapters of the Internet Society to review the ChAC Charter
Amendment Proposal V1.1

unanimously by the ChAC-SC last 17 July 2020, and submit your comments
and/or suggestions in written following the guidelines explain in section 8
of this document.
The proposed amendments to the Charter of the Chapter Advisory Council are
open for comments. The comment period will be for one month starting
today *Wednesday,
23 September 2020*. The comment period will end on *Friday, 23 October 2020
at @ 23:59 UTC*.
After the comment period, the Chapter Advisory Steering Committee (ChAC-SC)
will proceed to evaluate and incorporate your feedback as applicable. Once
ready, the new version of the document will be distributed to the full ChAC
for its final approval which will occur during a special meeting to be held
on *Tuesday, 10 November 2020 @ 14:00 UTC*. More details about this
meeting are forthcoming.

Background Overview
The Chapters Advisory Council Steering Committee (ChAC-SC) of the Internet
Society (ISOC) decided in 2018, that after three (3) years of operation it
was appropriate to review the Charter and the Rules and Procedures of the
Chapters Advisory Council (ChAC). Consequently, the Reform of the ChAC is
one of the dormant discussion topics of the ChAC-SC, which was originally
opened in May 2018.
During the ChAC-SC meeting held on January 14, 2020, it was decided to
reactivate this topic taking into consideration the latest discussions and
proposals. The ChAC-SC established a Sub-committee Chaired by German
Fajardo Muriel and comprised by Nabil Bukhalid and Pierre-Jean Darres
(current Members of the ChAC-SC) in order to reviewing the Charter and the
Rules and Procedures of the ChAC, and make their recommendations regarding
an amendment and update of these documents for the appropriate operation of
the Chapter Advisory Council, the Steering Committee and the Sub-committees.
The activities in charge of this Sub-committee include the analysis of the
current ChAC Charter as well as of the ChAC Rules and Procedures, the
preparation of the correspondent amending proposal and final
recommendations for consideration of the ChAC-SC. It is important to
highlight that, subject to final approval by the ISOC Board of Trustees,
the ChAC Charter may be amended by two-thirds vote of the total number of
delegates, as it is established in section 10 of the current ChAC Charter.
On the other hand, the ChAC has the power to adopt and maintain written
rules and procedures for the operation of the ChAC[1]. Therefore, the ChAC
Rules and Procedures may be amended by the ChAC-SC and shall normally be
made by consensus (meaning lack of formal opposition). If consensus cannot
be achieved, then any member of the ChAC-SC can ask that the decision be
taken by a majority vote of the members of the ChAC-SC.
Due to the decision-making process to amend the Charter and the Rules of
Procedures, the Sub-committee decided to prepare two documents. This first
document is a revisited proposal to reform the ChAC Charter and the second
document is an amending proposal of the ChAC Rules and Procedures
(currently under review by the Sub-committee).
