Based on the comments on the %subject, it seems safe to say that there
are some cross-cultural issues between some of the chapters leaders and
the ISOC leadership - at least this part of it, which is kind enough to
participate in the discussion.
Andrew says that "chapters are a special case", but from the comments by
the chapters, I see that they don't seem to understand what is so
special about them, so that their leaders are put in a position to
choose between being chapter leaders or ISOC Trustees.
