Yes.

Yes, and the policy (which is on the website for anyone to look at) has lots of cases like that. The Trustees have been extremely careful not to exclude anyone from being a Trustee when there is a less-drastic remedy. As I pointed out before, this extends so far that Trustees can be excluded from discussions related to PIR, which has the nasty consequence that one or more Trustee(s) might be excluded from discussions of the largest source of the Internet Society's income.
Chapters are a special case, which is I believe why they got treated differently in this policy.
