[Chapter-delegates] ChAC-SC Advice notice

To be clear -- no objections to the ChAC advice were made before the deadline. 
The "dissenters" were requesting an extension of the Consensus Call deadline.

Was that an accusation of the ChAC "suppressing dissent"? That seems like a 
strange accusation, particularly as the Chapters were not even given the chance 
to dissent before the PIR sale was declared a "done deal". Isn't ISOC itself an 
NGO/CSO to which these standards should apply?
