[Chapter-delegates] Honoring Vint's and Andrew's call for diversity and bringing to ISOC and IETF

Thanks so much Dave! This call has simply given me hope that we are counted
again in the ISOC Community. Let the call start now not tomorrow. No need
of insensitive explanation but whatever has been the thoughts of the past,
time has come for chapters to be counted in ISOC master plan as the motor
of ISOC vision in the local community.
