I understand what this claim says, but I don't understand what it means. Can you please tell me _how_ the current arrangements (not the last 10 years, please, about which I can do nothing, but the _current_ arrangements) do not recognize the independence of Chapters or the value of the work they do?
The current charter letter is quite explicit about this, and that's why it is at such pains to state with precision what the rights and obligations on each side are. Clarity in the relationship between two independent allies is important, and it seems to me that such clarity is a sign of respect by each of the other party.

It would help staff to respond to this if there were something concrete you were stating you wanted to be different. You say that there is more positive support, more responsive support, but somehow that this is bad style. I don't understand what action you would like, so I can't really respond to whether it is possible.
