Dear Chapter Leaders,
A heads up that we will be sending you ISOC’s draft response to the UN OEWG initial pre-draft report shortly. Your comments on the draft submission will be welcomed on or by Monday, April 13.
The period for responses to the initial pre-draft report of the UN Open-Ended Working Group on developments in the field of information and telecommunications in the context of international security (“OEWG”) was extended from April 3 to April 16.

Some additional background:
The OEWG process was established by UN General Assembly Resolution 73/27 to address international security and use of ICTs and open to all UN Member States. The mandate of this group is to consider 6 areas: (1) existing and potential threats, (2) rules, norms and principles for responsible State behavior, (3) international law (4) confidence building measures, (5) capacity building and (6) regular institutional dialogue.
The OEWG held two substantive sessions (September 2019 and February 2020) and an informal intersessional consultation with NGOs was held in December 2019 to gather views in these areas. The initial pre-draft report is the first attempt by the Chair at capturing some of common elements from the two substantive sessions where the group can build consensus. A second pre-draft report is anticipated along with a response period, to be followed by a draft report for negotiation at the third and final substantive Session in July.
