[Chapter-delegates] Problems with new membership system

Mr. Sullivan:
We, the Internet Society, MUST be capable of handling transitions to new
systems. The way the new AMS has been implemented does not show the global
community we can do it correctly. It seems that testing procedures were not
fully implemented, and that communication with chapter leaders did not
influence the design of the interface. An Association Membership System
MUST enable authorized users to perform their duty, that is, manage the
membership. The "new" system, at this point, hinders chapter leaders
capabilities.
I sincerely hope that this mess is sorted out quickly and efficiently.
