Elizabeth - Yes this is excellent. I was very happy to see ISOC provide
this support and find candidates come forward.
A few observations
I have participated in the UK MAGIG and ITU preparation including PP18
(more in an observational role this time) for several years along with
several local chapter participants. I was honoured to be invited to
join the UK delegation but the role isn't supported (not even travel)
and this coupled with the fact that the ITU meeting is far too long and
off beam (for me) to spend so much time on makes my non attendance
guaranteed (again).
Another of the problems I have with engaging with ITU is that the
interest and agenda is focussed for intra organisational positioning and
so political rather than facilitating technical innovation work nor does
it have business interest (for a startup mentor / investor). It is a
place structured for the "usual suspects" and misses the more creative
activities that are actually driving infrastructures and applications of
networks. It is those latter things that are my interest.
Alejandro mentions the dangers of being embroiled in the electoral noise
in ITU. Observationally so much of this depends on relative national
popularity and positioning (international politics) in an ITU context
that a body such as ISOC cannot be in the running. Far better to keep
well clear of that and concentrate on seeding useful projects (e.g.,
peering exchanges) briefing candidates and policy departments locally
and bringing them into the fold as much as possible than getting
involved in "the game".
At the end of the day there are significant parts of the world who are
directing energy at ITU to cover their assertion of cultural / national
/ regional boundaries for networks and applications. The challenge for
us in this is and remains fragmentation and what is being called
permissionless innovation. The telephony world got very comfortable with
a network permissioned by national carrier champions and those same
entities and instincts are still at play.
I will give just one example of a force that is driving us towards a lot
of pain. I am finding an increasing number of websites, services and
applications that are applying GEO IP databases to permission access
based on an assessment of presence within a national border. The fact
that IP addresses are not allocated geographically but topologically for
the Internet means that I am increasingly being denied service despite
being in the intended geographic zone. I think this is an issue that IAB
should look into if they are not already. It is much more than a thin
edge of a long wedge.
