[Chapter-delegates] Final Report on Opt-in Campaign

Thank you for this report. A couple of comments:

I am confused by this. Many of us flagged from the beginning of this 
campaign that the opt-in method would have a huge impact on both the 
chapters' and the overall membership numbers so I don't think this is a 
surprise to anyone.

Further, in all communication that the SF Bay Area Chapter sent out to 
its members on this - and we sent a lot - we noted that their 
memberships would be cancelled if they did not opt in as this is was the 
message that the chapters were receiving from ISOC. If their accounts 
are now only to be suspended, we probably should have been communicating 
this to everybody from the outset.

Is ISOC now considering *not* cancelling the memberships of those who 
didn't opt in?

What should the Chapters do about the (in our case) thousand-ish people 
sitting in our database that we are not contacting anymore because we 
told them their membership would be cancelled after 25 May?

This is quite a large number. As I believe that being a member of ISOC 
is a requirement for being a Chapter Officer (and theoretically your 
membership will be cancelled if you don't opt in and therefore you will 
no longer be able to serve as an officer), how will this be handled?
