[Chapter-delegates] Chapter Membership Cancellation Notifications

Also in the Mexican Chapter we started to receive such cancellation notices, but I was going to find out it with a call to such members.
We used to keep two lists and about a year ago we started to mail non-members to enroll as we changed our legal bylaws (as non-profits in Mexico need a different treatment). Hence, first we removed bounces after a number of notices, the remaining non-members were invited to join (many of them were dating from 1996/97). Then switched to Connect, as techincally it is not in Mexican mail realm, therefore we are not keeping sensitive data that would oblige us to handle it under strict Mexican privacy laws. Now, under GDPR we are worried if ISOC would be complaint only with opt-in. We suffered strong criticism for using only connect but this was the best shot as we were having heavy spam from members, time consuming email management and the aforementioned privacy and data management. Some conservative members have requested a separate list, but I am not sure if under GDPR this would be wise.

May we take it that these are opt-outs? I now not all of them are bounces because some of them are on our announce mailman - where they would have already been removed if not good. In that case I take it we should remove them from our announce list too.
Technically, for those Chapters who, like us, maintain a separate announce mailing list, should we be doing a similar opt-in procedure to be GDPR compliant after May 25, or does ISOC's opt-in cover us?
