[Chapter-delegates] membership system feedback

Hi,

Maybe one day the portal.isoc.org will be rewritten by good developers...
using an open standards based platform.

Note: I looked at the page source and was surprised to see >3000 lines to
make a simple page... and some of those lines were a great deal longer than
254chars... tremendously cumbersome.. doesn't make ISOC look good..
