[Chapter-delegates] How many members do we have?

Winthrop,
I recall that my country chapter gave support for the ISOC-NLs development.
It's more promising and great.

However, I agree with trying our best to control communication. Some
members don't know the difference between a digest and daily. Thus, they
feel irritated by incoming mails.

On moving in the right direction, the AMS should allow me get a mail, if I
desire and options to stop by a blank mail.

Newsletter can be rooted through the global headquaters with content coming
across the globe. Thus, no duplicating the process.

We could even throw in an innovation platform: a dump for throwing ideas
and projects at ISOC for recommendation.
