I have been contacted by Antoine Vergne one of the organizers of the above,
about ISOC Chapter involvement.

He will be in NYC on Monday and we have tentatively arranged to meet.

I have suggested to him that the best way to reach Chapters globally is a
webinar, and will look to set one up.
