[Chapter-delegates] Steve Crocker's leaving the ICANN Board

Agree completely with Vint.
I served with Steve both at the ISOC Board, and at ICANN's board, and I
think that beyond his academic and technological achievements, he's just
a great person. Deep respect and appreciation for everything he does,
and everything he is.
