[Chapter-delegates] Steve Crocker's leaving the ICANN Board

More than a governance icon, Steve led the host protocol development  in
the ARPANET project while still a graduate student at UCLA. He founded the
network working group which one could argue is the predecessor to today's
IETF. He initiated the RFC series. And he has served at ICANN as the
inaugural chair of the SSAC and now, of course, as chairman of the board. A
truly remarkable record and one worthy of our admiration and appreciation.
