I too prefer Nadira's formulation "in coordination with chapters", which is
more reasonable than "totally under the control of chapters". For example,
chapters may make recommendations without unduly restricting HQ or Regional's
choices regarding the awarding of fellowships. One benefit of a distinct process
and the fellowship choices made by HQ, is that these may serve to introduce
qualified individuals to ISOC in general and the local chapter in particular.
I am particulary in favor of the "3 year rotation" rule for the annual
regional chapters' meetings/workshops by the bureaus (though this need not be
hard-wired into the Chapters' Agreement). After all, the chapters themselves
still get to choose *which* local chapter member/officer represents the chapter
at these annual meetings. The different sets of officers that gather and discuss
at these regional meetings provides diversity, as well as redundancy in
inter-chapter relations and linkages.
Besides which a "3 year rotation" rule for annual regional chapter meetings
is a far "lighter touch" than strict term limits hard-wired into the Chapters'
Agreement and local chapter governing documents.
