[Chapter-delegates] Application to form new Special Interest Group: Community Networks

Hi Kyle,

This is a welcome development!

On a recent North America Chapters call we found that Canadian Chapters,
and US Chapters both, have plans to mount regular Community Networks
activities e.g. zoom calls etc in 2018. And I'd like to point out this recent
op-ed

here in NYC, indicative of a more general popular understanding that the
'last' mile can also be thought of as the 'first' mile. I also recommend
