[Chapter-delegates] Notification: Individual Donation campaign

I personally don't have a problem with this. I wish there was more outreach
from ISOC Global to its membership 1) to compliment what Chapters do 2) to
keep the membership aware of their dual membership status, and 3) to
promote engagement generally. I still mourn the loss of the monthly global
newsletter.
It is my understanding that there is a compelling need for ISOC to broaden
its donation base, or it's at risk of losing its charity status.
