[Chapter-delegates] Proposal to revise ISOC's mission statement

Hi Eve,

thanks for your comments. Elsewhere I have commented on the difference
between the mission statement and the highlights of activities. In
short, the highlights of activities is the *unmodified* list of examples
that was listed on the web page. While we may want to revise it in the
future, at this point we do not intend to do so.

I take note of your comments on the statement as well. Thanks!
