[Chapter-delegates] Application to form a Special Interest Group

I fully support this initiative with the following comment. The one question I have and it is raised by the use of the word “Observatory/Observatorio”. This word suggests to me that the SIG will be monitoring and not an action group. We have more than enough institutions and organizations monitoring cybersecurity issues, what a SIG from the Internet Society needs to be doing is organizing actions, not just providing information.
